What is the 1940 Act and why are we requesting an exemption?
Recently we asked the SEC to recognize that if we invested in a broader range of short-term securities, we would not be an "investment company" for the purposes of the Investment Company Act of 1940. This Act regulates any company that either is engaged in the business of investing in or trading securities or has over 40% of its total non-cash assets in investment securities. Unless the SEC grants us an exemption from this regulation, most of our cash will need to remain invested in US Government securities, which results in a lower return on our cash balances than we would be able to obtain with a more diversified investment approach. This could have a direct implication on our ability to invest in the business and stay ahead of our competitors. Since Google is in the business of developing search and internet products and services and isn't in the business of investing, we do not believe that we should be considered an investment company under the Act and we should be permitted to invest in a broader range of short term securities, including municipal securities. Please note that we do not and will not invest our money in speculative investments – we invest our money in treasuries, government agencies and money market funds. However, more flexibility in our investment choices will allow us to earn higher returns, preserve capital and help us to create sustainable competitive advantages for the long term.
What the MTV test is all about: bringing more video content to users and testing more innovative ad formats.
We are extending the reach of video advertising by working with MTV to embed video ads within their premium content that is being syndicated across select sites of our content network. These ads are featured alongside some of your favorite (or your kids') shows, such as "Laguna Beach" or "SpongeBob SquarePants." As with all video ads on our content network, users have to click to watch the MTV ad. But unlike other Google video ads that run on the sites that make up the Google network, these ads from MTV are only priced on a cost-per-impression basis. Other Google click-to-play video ads are priced on a cost-per-impression or a cost-per-click basis. Here are some examples for you to view MTV's video ads: BabyNames.com and Fan-Sites.org. In addition to introducing MTV's video ads, we also announced that MTV content (classics include "Beavis & Butthead", "South Park", "Dora the Explorer") would be available for purchase through the Google Video Marketplace for $1.99 per episode. See what videos are available. For more information, here's our blogpost on the MTV deal. Here is our press release announcing the test with MTV.

We introduced printable coupons for local businesses today to help local advertisers reach users online.
August 15, 2006
We've introduced printable coupons, a new feature to our AdWords platform that will allow local businesses to reach users easily online through Google Maps. As users increasingly come to Google for local information, small businesses have another way to reach users through Google's Local Business Center, where these businesses can create and offer coupons for free. In addition to making coupons available through the Local Business Center, Google is partnering with Valpak to provide coupons from current Valpak advertisers on Google Maps.
These coupons are placed on Google Maps as users search for their local pizza parlor, dry cleaners, or hardware store. As an example, try doing a search on “Great Jones Spa” in New York.
Here's additional info on the coupons: http://www.google.com/press/annc/maps_coupons.html
Google signed a deal with MySpace and Fox Interactive Media.
August 7, 2006
We believe that our recent deal with Fox Interactive Media is a significant opportunity to bring innovation to user-generated content. We will power web, vertical, and site-specific search for MySpace.com and the majority of Fox Interactive Media properties. This agreement also creates the opportunity for Google to provide display advertising throughout Fox's properties, bringing the value of Google's targeted advertising through display ads as well as search and contextual text-based ads.
We expect the integration of Google's services to begin in the fourth quarter of 2006. Based on Fox achieving certain traffic and other commitments, Google is obligated to make minimum revenue share payments of $900 million beginning in the first quarter of 2007 and ending in the second quarter of 2010.
For more details, please read our press release. To listen to the conference call with Google and News Corp./Fox management, please listen to our webcast.
